WinService Manager is the perfect little utility if you want to let other administrators, partners or users to manage Windows Services on servers in your network.

You can lock it down so only a specific service can be managed on a specific server like in the example below;

Or if you want the user to be able to specify a server by himself and enumerate all the services installed on it you can unlock both the server and service list and it will provide you with that functionality as well as you can see below;
